Is your cluster also from a '91 or is it from a '93+? Your car will have a mechanical speedo... where the '93+ will have an electronic one. Other than that it should be pretty strait forward.

No your car shouldn't burn oil. Where is the oil coming from?

A good clean swap should run you between $3k - $4k for everything. Depending on what bells and whistles you want. Plus since you already have a turbo you can sell a lot of the leftover parts off.... even your old engine.

the cluster is whatever cluster i see on ebay.. not sure year are they.. so if its a 93+ then it won't just plug and play.. what do i have to do to make it plug and play? swap an engine that is 93+???

i am not sure where is the oil burning from. about 2000 miles after oil change my oil light will keep on turning on for low oil... so i had to put in some oil.. especially now i use syntenic oil.. that ain't cheap...

a good cheap swap should cost me anywhere from 3k to 4k including the engine too??? that's pretty nice.. are you sure? any body know a good shop in MD area?
