Would like it to hold 17 psi, would like to see 400+ at the wheels.

I know I need rings, gaskets, seals, probobly gonna get into cam bearings & water pump.

I need any recomendations on parts to look out for to replace (crank beairngs ?) and peformance parts I could use to aid me.

Budget is probobly 2-3thousand.

your budget won't get you any where near the 400 range....i spent more than that just building my bottom end (arias pistons/eagle rods/arp studs/cometic HG/balanced crank/blueprinted motor)...and i'm in the 350 range but am also running HKS f-con and upgraded fuel system..w/o any head work (ie..aftermarket cams/intake manifold), it will be tough to hit 400..

the 3SGTE does not have cam bearings.

get forged pistons, rod and main bearings, all new seals/gaskets, cams, headwork (port & polish, cams, valves), cam gears, intake manifold, fuel rail/injectors/FPR/pump, large turbo, standalone EMS.

that's roughly $10,000 right there.
