We all have at least one rev limiter from the factory that limits the car at redline.
What a 2-step does is offers a second rev limit that is set lower (mine is at 6300 rpms) so you can go full throttle while sitting still with teh cluthc in.
Once you go WOT, the revs nail the rev limiter and iginition spark and/or fuel gets pulled which starts a load backfiring ... the load on the engine at WOT is enoguh to start building boost.
Once you let the clutch out, the car returns to the regular rev limit.
This is controlled by a switch on the clutch ... it's easy enough to just use the cruise control switch that is already on the clutch.
As far as I know, there are 2 routes to getting a 2-step rev limiter.
I have the Hydra Nemesis EMS (engine management system) which has a programmable 2-step built into it.
The other option is to buy an MSD ignition box and buy an MSD ignition 2-step revlimiter that wires into it.
Here's a close up video of the flames I get from the 2-step:

Here's a video of the 2-step doing it's job to get a 1.49 in the 60 foot (since it is at night, you can see the flashes from the 2-step under the car:
