Fuses?

I've got a fuse question. On my '91 MR2, in the fuse panel located at the drivers side kick panel, there is no fuse in the slot labelled "panel". Also there are no metal connectors in that fuse position to plug the fuse in even if I wanted to put a fuse in.
Your help and comments are appreciated!

if there is no metal contact there, then there was no fuse going there to begin with.

OK - I guess I wasn't too clear. My problem started when the panel lights stopped working. Looking to replace the fuse, I found the open fuse location. Thanks for your help
