Spooling/boost problems

So the other pay i replaced the turbo because it blew with another ct26, and its not spooling to full boost, which is around 11 to 13psi, until about 4000rpm, the first gear is horrible, can barely get the tires loose, and the other gears are fine when getting on it because its above 4000rpm, but im thinking i have a boost leak, or maybe there is play in the wastegate actuator arm, IDK, so any thoughts would be greatly appreciated

First of all, welcome to TN.
Was this a Rebuilt CT26 or a used CT26? If used, did you check for shaft play? Were the compressor wheel and turbine in good shape? Was the turbo in good condition? Also, unless you have illiminated fuel cut, you will not boost over 12 psi. Have you checked for a boost leak along the piping ? Do you have a good seal on the exhaust manifold and turbo gasket?

You shouldn't be hitting full boost in first gear.... and what is the advantage of spinning your tires??? Maybe you should spend some time learning to drive before you go blaming the car.

its a rebuilt turbo, there was really little shaft play, and im going to check the gaskets this morning, but if the downpipe gasket was bad could itreally cause this much power loss?

Like Piddy said above, you will not hit full boost in 1st gear if thats the only place you feel you have a problem.
A leaky downpipe gasket would cause boost spike.

you gotta remember to if this is your first mr2 that its either SMI or TMI so its not going to be as effective as a front mount so getting heat soaked is alot easier if your not running your IC correctly.

What i mean is, its not hitting boost correctly in first, as speed raises, so does the psi, it doesnt stay at a certain psi, but after 1st it seems to be alright because as long as i stay in it, its still boosting becasue its over like 4000 rpm

That's most likely your problem. These engines are known for snacking on ignition components. I'd recommend:

New plugs - NGK BKR7E
New OEM Rotor
New OEM Cap
New OEM Plug Wires

Or just buy the ignition tune up kit from Two's R Us:
