2nd Generation FAILED pressure test on emissions...

I tried looking around, did not turn up much, anyway as the title says, I failed the PRESSURE TEST, passed the evap and gas cap. also passed emissions with flying colours without a secondary cat too
they said it could be a fuel line, gasket or she also mentioned if I replaced the fuel pump lately something could not be sealed back up right.
Its a 1991 N/A -> 2nd gen turbo swap. I replaced the fuel pump with a whinebro 255. and my fuel line was repaired/replaced three years ago when i bought the car... and had an engine fire due to blown ignition coil and leaking oil. soo..... any ideas before i go get raped on some mechanic to trouble shoot it?

also a couple other questions
1. whats the redline on a stock turbo?
2. would the fuel pressure regulator have something to do with it?

and a final note. my stock 3s, 47k-ish miles, intake, upgraded greddy style intercooler, and KORacing R1 exhaust(no secondary cat, just primary in downpipe) ran
0.17 (1.00limit) Hydrocarbons in grams/mile
2.53 (12.00limit) carbon monoxide in grams/mile
1.23 (2.50limit) oxides of nitrogen in grams/mile
(if anyone wants, i can take a picture of the print out)

i did notice since its supposed to be a N/A that my line on their rollers was waaaay ahead of theirs, and he shifted well before he was supposed to be on the set line. same for downshift back into second. he asked if i had a short throw shifter of something, i was like nope thats stock came with the car.(he didnt ask if i had a diff engine or tranny, so i didnt lie :P ) also the idiots thought it was front wheel drive, and instisted i opened the hood.... so i didnt and opend the engine cover and informed them of the RWD. durring my gas pressure test they all came over to gawk at my car... guess not much comes through there other than F-150s or something lol.

Redline is 7K... Did you use the 3sgte FPR in the swap?

To my knowledge its still the stock N/A unless it came with the engine when the swap was done.

Well, I think the 3sgte FPR is higher pressure than the N/A FPR to pull more fuel...
I don't know that that is the cause of your test failure.

hmm... i get a check engine light when i hit about 65mph. but it goes away if i turn off the car. does not do it at any rpm below 65, or even at 65 whether im hammering or sub 2k. just happens around 65. and i can smell the car running rich, but i figured better to be running rich than lean. just have to wait for payday i guess. ima check my lines today see if i can see anything.
