A Turbo 4AG would be hard to get 250hp out of without redoing everything internally and externally to higher grade parts.
There are 2 other options that you didn't list though.
Early 90's V6 Camry motor. 220hp stock and fairly easy to get with average miles.
Or you could put in some crazy big V8 out of a Caddy or something!
My personal opinion on what I'm doing with my car is a super-high revving 4AGE with about 180hp+. Sending the head off and redoing valves and springs. All forged on the bottom end, and putting the 1.9L stroker kit in it.
Maybe putting a 75 wet shot of NOS :P

...... don't agree at all.
a 4agte built well can respectfully put down a lot of power..... using a stock 4agze (early or late) lonblock would hold this sort of power as well. All 4agze's have ceramic coated forged pistons, larger con rods, and forged/balanced cranks....
a 3sgte is a great swap -- and it *will* bolt in to the stock mounts... but you have to find the ever-so difficult altezza 3s oilpan and pickup (because doing this causes the 3s to sit upright....)... otherwise all mounts have to be fabricated.
the 3sgte uses the same(ish) transmission that the 4agze uses..... those transmissions are tanks and the mk1 loses a lot of it's handling ability.... they are much more ass-end heavy.
4agte built with a stock 4agze using a t25 on megasquirt can put down peak 250 and be reliable.....
good luck with the 180+hp on an n/a 4age.... don't forsee that happening without a lot of money.... maybe with nitrous, but then you're throwing out the reliability factor.
and as for Bill Strongs Northstar V8 mk1..... it's been one problem after another....
