Gen1 4AG Loss of Power, High RPM. TVIS?

I've got an '88 N/A that's almost completely stock. Just put a clutch in it and now it seems to be running odd. Under wide open throttle it pulls normally but once it reaches around 4500 rpm it stops pulling, it won't even make it all the way to 7k rpm without going down a hill. When it does hit 7k rpm it feels like someone just unplugged the ignition coil. Just put new NGK plugs in it a week ago to see if that fixes it but it didn't. The car runs and drives just fine under 4k rpm but any rpm over that and it just loses all of its power. Anyone have any ideas?
Keep thinking the TVIS is broken in some sort of way but after some research it seems that it only breaks in the fully-open position so I'm not sure that's it.
Other things I've done recently: New fuel pump (ebay so maybe crappy), new stock ECM, NGK plugs, wires & coil, clutch & clutchish parts.

check that your vacuum lines are correct (not sure what you poked/proded, etc when pulling the trans for the clutch).

then make sure your wires are in the right order

I'd try forcing TVIS open and seeing if that fixes it. I'm not familiar with the mk1 TVIS setup but on the mk2 it would be pretty easy to wedge open.
