Need help finding a shop in Minnesota

Hey fellow, My 91mr2T is not running correctly, I was told my a mechanic that my turbo is not spooning correctly and his shop doesn't fix turbo, I was just wondering do any of you guys know a good shop in the Twin city , Minnesota that I can take my car too.

The problem: when i rev pass 3000rpm, i can hear my turbo spins and see the turbo guage going up, but i dont feel any boost at all or barely. It seems as if there is a leak somewhere. It feels like there is no air force into the engine, but i can hear the bov go off when I release the gas.

If anyone ever have this problem, or can tell me what to look for I would appreciate it alot.

Before you go ripping into the turbo, I would look for a boost leak.
The OEM gauge is worthless. Do you have an after market gauge to see how much boost you are getting at the manifold?
Also, as your RPM's go up, is your speed increasing like it should?

I have check the hoes that is connect to the wastegate they look fine. Is there any other hoes that I should check. When I bought this car it comes with an after market guage that is in kgcm2, at full boost i get .5kgcm2 that is equal to 7psi. The car also comes with an turbo xs high perforance boost controller but i think the boost controller is broken, because the previous owner or the person who try to adjust it strip the course adjusting screw. There is no way of telling if the course adjusting screw is tighly close or fully open. Right now the Fine adjust screw is only working, when i turn the Fine adjust screw counter -clockwise my boost raise up to 14psi, but the car still runs like it has no boost at all. Could it be the boost controller that is making my car running like this.
