Hesitation, No boost

Hey, first post, with a lot of questions. However I have been trolling and swear ive searched everywhere for this questions answer.

So, backround, I have a 91n/a chassis with a 93 turbo motorset swap. There is the mechanical speedo line in the engine bay, with no where to plug it in. The guy thought the mechanic didnt put a turbo ecu in, but he did. The car however has a boost issue. Since the swap was done by the p.o's mechanic this problem has occured. Hence fourth why i picked up the car dirt cheap.

So I got my mr2 about 4 months ago, and its just sat in the garage due to me working all the time. This weekend, my friend and I decided to take it out and try figuring out the problems.

Problem- The car is hesitant to increase rpm when the pedal is pressed. It takes a while, and while the car is moving, there is no boost. In addition, the car tops out at about 4.5k. After about 5 secs at wot in 2nd or 3rd, the car throws a check engine light. This turned out to be a code 42.

I thought it might be the knock sensor doing the above, so i pulled it off and that threw the light after like 4 secs. It ran the same as well. Knowing that's not the problem, where do I look next? I already read up on the speed sensor, and that dosent seem to be the problem. Having had turboed cars before, this is a mystery to me. The only code is the 42, which means it thinks it running fine. I checked the turbo and it spins freely. All the plugs are firing, and the injectors seem to be ok. I checked and I also believe the maf is working as well. Before I pull my hair out, any suggestions?

Thanks. Trevor.

Pic for great justice.

The wires are new as well as the plugs.

Would timing do that?

I would check ALL ignition components including cap and rotor.
Check timing and maybe have a look at the timing belt and make sure all 3 points are lined up.
Check for boost leaks along all IC hoses.
Check for a vacuum leak.
Test wastegate actuator.
