low fuel pressure :(

iv got a 93 jdm motor
its got a new walbro 255 pump

i was i was driving the car for a month with this pump and everything worked fine . i was just driving along and it s)*! the bed i lost all power and it wouln't idle good and it wouldn't rev past 2 rpm. so i checked the compresion and its good . so i check the distributor and the resistance was way to high so i changed it out. now iv changed it out and did the ignition timing so now it will idle fine and rev to about 3-4 rpm
so i checked the fuel presure and its only 22 psi when is suppost to be 38 psi. so then i went to check the pump relay and resistor and found out neither the relay or resistor was hooked up from the people that did the swap. witch it weird cuz it worked without them hooked up for awhile so i dont know what the problem is ? could the afm have anything to do with low pressure? and i also blew put the fuel filter

im guessing the pump is in low mode because the relay is not hooked up , is there a way to jumper this and make the pump in high mode ?
