what a 3sgte fuel pressure should be at

I am new to the site and figured I would ask if anyone can help me out. I have been having issues with my 2nd gen 3sgte in my celica. It had a power loss in high rpms and any rpm about 80mph. I thought it was heat soak so I got a front mount intercooler.Still doing it.Changed all ignition parts, still doing it. Got all my intercooling pipes welded to get rid of any boost leak, still doing it.I am getting a lean code. All is on stock factory boost settings. I decide to change my fuel filter and fuel sock on the walbro fuel pump. Fuel filter is dirty put the new one on.Still doing it. I check my fuel pump and sock and the sock is clogged with crud and I figured the pump is not pumping enough fuel cause its clogged. I notice my tank is filthy and has crap all in it like a brown sludge. Should have dropped the tank and cleaned it but did not and just changed the sock. Well problem solved for about 2 weeks and it happens again mor an more as time goes by. Now its really bad and I dont drive the car.

Does anyone think by not getting the right fuel because its clogged and the same amount of boost it will make me get a lean code?

And what should stock fuel presure be. I am installing a fuel presure gauge tommorow and Want to see what it says. I will have to drop the tank I guess. Also thought it was the ebay dp hitting my wastgate still not sure about that.

With ignition on and engine off, fuel pressure should be 33-38psi
At idle =27-31psi

Check your injectors. May be clogged causing lean condition.
If you're finding gunk in the tank, may be some of it has gotten thru and is in fuel rail and/or injectors.
