problems with mr2 turbo

Hi all newbie here, trying to help my friend whos recently purchased an MR2 Turbo, he's having several problems and was wondering if anyone could help?
Firstly for some reason the battery and 2 other red lights started flickering and became more oftern, we had the battery and alternator checked bought new battery and the alternator had a new voltage regulator put in we replaced them both and a new belt but still the lights flicker some times they go off for 5-10miles but always come back on again. could something else be faulty or the alternator again? the voltage of the battery will be 13.5v whle liights are off and between 10.8 and 12.3 when they are on.
Secondly once 60mph is achieved the steering wheel vibrates alot and is worse at 70mph the wheels have been balanced and had tracking done? Also has anyone had any experence with a company in liverpool called MRD because the owner of it sold the car and doesnt seem to helpfull was wondering if anyone else had had a bad experence. thanks mike

charging voltage should never go that low and its usually a problem with your alts voltage regulator. normally you replace the whole alternator. usually the batt. light and low oil light(amber color) will appear on the dash when your alt fails.

did you look to see if the wheel was wobbly when it was spinning on the balancer? if you have to put weights on different spots on the wheel it would mean its a bad wheel. should only have 1 wheel weight per side dynamically balanced.
