reving high when steppn on clutch?

when im driven after releasing the gas pedal my car tends to rev higher when im on the clutch and it takes a sec for the rpms to drop to normal its almost like its double clutching all the time ??? i think its from the throttle cable not sure though if so is there a way to smooth/grease the throttle cable???or could it be from something else???

o yea how much do i have to torque the spark plugs ??when i checked them they where pretty tight and i dont think its suppose to be like that

If it only happens when the car is fully warmed up, it could be that your throttle cable is too tight. The rubber sleeve stretches a little when they warm up, causing the throttle plate to not fully close. Try loosening it just a little and see if that helps.

When I do my plugs I usually just get them finger tight and then 1/4 turn of the ratchet to seat them down.
