Insurance on the turbos is not that much more.
Buying a NA and installing a turbo to get lower insurance premiums is insurance fraud.
Legally and ethically, you should inform your insurer that you did a swap.
Yes, I suspect most people do not.
As for 91 vs 93, it really depends on what you want.
If you want a low-buck car that you can modify and race, I would go with a 91 since they are significantly cheaper.
If you are looking for a great car to have and enjoy the most upgrades and creature comforts go with the 93s.
As ishcoleobo pointed out. the "snapoversteer" of the 91s does not really exist. What exists is a greater tendency for oversteer which can be a faster way to drive in the right hands.
The 93s have a tamer suspension, but also: better trannies with the LSD option, 8 speaker stereos (instead of 7), larger brakes and larger wheels.
For me, I wanted a low buck race car and the 91s are the best for that.
If I had the $$4, I would have gotten a 93+
