If you are looking for the idle adjustment screw, it is on top of the throttle body (not on the side or below), next to the 3 vacuum line that are attached to the throttle body (3 in a row). The screw in counterset into the throttle body itself. If you are looking for the idle control valve, which is most likely the first place you should look if you are idling that high, it is mounted below the throttle body (on the throttle body itself). There is a resistance test to see if it is out of whack which I would bet is your main problem for a high idle. If you don't have any luck with the idle screw, get a volt/ohmmeter and check out the test in the manual, if you have access to a manual.

Remove the three-wire connector on the ISV, which is under the inlet hose. If this changes things, you move to the next step.

Throttle body has 4 screws and the intake hose attached (also need to disconnect the throttle cable (all sounds tough but actually pretty simple). What you first want to do is get am ohm meter and check out the resistance values across the pins when the ISV electrical connector is removed. The ohn meter has a red and black test lead. Put the red on the centre pin of the three and then put the red on the other pins one at a time. You shoud get a reading somewhere around 19-23 ohms. This is important because if its way higher or lower (which is probably your case since your idle is way above the 800 rpm normal point), then the ISV is probably no good. Best bet is to try and get another one if that's the case as Toyota will try and ream you for a replacement. If you can't find how to do this test, find a buddy with a meter or someone in a garage you might know who can do it quick and dirty for you. It is really the next thing you should be trying if adjusting the idle screw doesn't work. Good luck

A good test of the coil, AFTER he unplugs it to see if anything changes.

That test only tells whether or not the coil is good. It doesn't determine whether or not the ISV coil has any effect on idle. What if his ECU is bad, and it's pegging the ISV to the high side? No, it's not likely on a MKII, but I have repaired more than one MKI ECU with this problem.

Another good thing to do is to remove the ISV coil screws and slide off the ISV coil. Now start the engine and rotate the ISV shaft by hand to see if you can VERY easily change the idle. You should be able to rest you finger on the shaft (it's actually a cylindrical magnet) and rotate it with light friction on the edge of your finger. If not, the ISV is sticky or stuck.

BTW, you should be able to race or stall the engine by turning the ISV shaft.
