does anyone know if this is kinda the same thing as the HKS VPC (does it allow you to remove afm)

Translate into english then click on Control Type Part, go down and it is the U Model air flow less FULL kit (boost up)
*NOTE those of you who dont know how to translate into English right click in the yellow contents box on the side and towards the bottom select Translate into English
