Your engine is the 5SFE.
A 3GTE head is not going to resolve your issue.

Well first of all, if you are coming engines like that there is no "stock 7 lbs."
Secondly, strapping a turbo head onto the 5SFE does not suddenly make it a great engine to turbocharge. The 5SFE is not a great starting place for boosted power.

Can it be done? Yes. Is it a great idea or the best place to start? No way.

Lastly, if you are having problems with your current set up, I would not suggest using that as a platform to experiment from.

Just my 2 psi.

Check ground wires and ignition. Try another ignition coil. Check fuel filter, fuel pump, ignition timing, spark plug, cylinder compression etc.

water in your intake (not sure what kind you have) will do what you are describing, did you wash it recently with anything that could have gotten water up in your intake tubing? (like a pressure washer)

When i knew nothing about my car, i would wash it almost every day with a pressure washer and wonder why it ran like shit for a day after i had washed it.

If not, it will probably need new ignition components as pineapple pointed out.

Correct me if i'm wrong but how can you bolt a 3GTE head to a 5SFE since the 5sfe has a slaved exhaust camshaft while the 3gte has independent camshaft gearing (in other words, the 3gte has two timing pulleys versus one for the 5sfe).

the 3s has two cam gears, but not two timing belts... one belt runs both of them, just get a timing belt for the 3s and put it on when you swap heads.
