Question Starting issues

If it is a bad starter would that cause the battery to drain??I have a new battery(well,2 months old),I checked the battery connections and I just put a new belt on the alternator. The car starts and runs fine after a jump but the voltmeter seems to fluctuate just a bit while running. When i turn the car off and leave it for awhile the battery is low and it wont start. When starting i hear a clicking or whirling sound, what could the problem be?Thanks.
