... Can't really pin anything down at this point. You just have to make a few tests with your meter or test light ... When examining the wires on the NSS, be sure to have somebody move the shifter around. There is some sort of mechanical linkage between the shifter and the NSS. The NSS looks like it is accessible enough .... right in front. However, I've never taken the time to actually look for it. If all the wires coming out of the NSS indicate that they have voltage as you shift through the gear positions, then you would have to think that there is something wrong further down the circuit ... maybe in the combination meter.
One item to always look out for when troubleshooting is connectors, of any type. They tend to get dirty, attract moisture, and sometimes are where wires break. It's a good idea when possible to disassemble a connector, clean it with electrical spray, and snap it back together two or three times, if you think you can accomplish this without breaking it.
With a '92 model, and maybe 200k mi., you are probably going to find a part or two with excessive wear, or maybe something burned out. ....
