Offset doesn't affect any angle by itself. The affect of offset on the suspension or steering could affect alignment angles. The change in offset would have to be quite extreme though. In a case where enough of a change was made to actually affect the alignment, I doubt that the car would even be driveable.

So for the basic street driven vehicle, alignment would not be needed due to changing wheels.
