1991 2wd 22r auto tranny wierd pbm.

OK here is a wierd one.
every so often my 1991 4cyl autotrans. stays in 1st gear and will not shift into second gear unless i shut the motor down for a few min. Sometimes I have to redline it in first and let off for it to shift. It does not matter if i manual shift it or not when this problem occurs, It still will not change gears. I changed the tranny fluid which was good and didnt smell burnt. I changed the shifting solenoid and still get the same result. Didnt want to have to put a 1000.00 rebuilt one in if it is not the tranny.
Any help is appreciated.
Anybody know a good but cheap tranny rebuilder in the NY and surrounding state?
