I know things are different in the rustbelt (and all Canada is a rustbelt), but I think you should hold out for a better body. The V6 has issues where many, many of them need MAJOR overhauls/replacement at or before 169K miles. Pass on this one.
Is it possible for you to get a car in the States, and bring it into Canada to license? It would well be worth looking into.

As far as rust, frame rust is a Toyotas biggest enemy.

Yeah, they're bulletproof, if you have the 22RE, and a good frame/body. They are relatively easy to work on, and you have lots of support from enthusiasts who know how to twist a wrench (BTW, people that know a helluva lot more than me; I can just tackle basic stuff).
