new 22-re *Loud squeal/ squeaking*

new 22-re. first time starting it, it there is a LOUD squeal once engine kicks in. The Squeal is always there on startup Then there is just a LOUD squeaking noise as the engine is running. The squeaking speed is constant with engine rpm (very fast). pulled the belt off, but both remains.

The engine is new (block, head) but the exteriors are from the old engine (harmonic balancer, manifolds, oil pan, etc.).
I 'm thinking its the harmonic balancer (aka crankshaft pulley), Any thoughts or ways to test?

Problem solved: when removing the harmonic balancer from the old engine (with no flywheel) I had used a screwdriver through the harmonic balancer to stop it from spinning. By doing that, I had bent the lip back. The squeal was the lip grinding against the timing chain cover.

TIP: LOOSEN THE CRANKSHAFT BOLT BEFORE REMOVING ENGINE
