I would disconnect the outer tie rod from the spindle and see how easily the spindle turns/moves. If there isn't any binding, you have a steering issue.
I am assuming that all of the alignment angles are within specs.

Thanks TRd for your inputs....another symptom is that the steering wheel gets sticky after a turn and sort of eases out on a straight road.,..does it point to a bad powers teering pump?
I am suspecting the pump. i have ordered a new one.
Will keep you posted.
