USA 02 Camry XLE 4cy shifting problem

My 4 cylinder 2002 Camry XLE just does NOT want to shift up to 3rd gear when it is "cold". Originally, this just happened when the temperature was in the 40's or below, but this summer it was doing it even when the temps were in the upper 60's.

The dealer says there is nothing that can be done.

I live on a road with a 45 mph speed limit, and I hate having to drive with the RPMs in the 3,000 range for .7 miles until the car warms up and finally shifts up to 3rd & OD, or having to let it "warm up" on the car port. Both really kill the gas mileage.

I've added a silicon additive to the transmission with no positive results.

Any suggestions?
