You have a loose power steering belt. The belt makes noise when you first turn the wheel all the way to one side or the other, because that's when the power steering system has to work the hardest. After you drive the car a few minutes, the friction created by the belt running over the pulleys causes the belt to expand just a bit. Hence the belt no longer slips and the noise goes away. Tighten the belt and you should be fine.
