1992 ES300 gas fume smell

I have a 92 ES300 that has developed a strong gas smell that is coming inside of the passenger compartment. I noticed appear while starting up the car in cold weather - @ 10 degrees. Could a vapor canister be frozen or malfuntioning? I don't see any gas leaking on the ground.

You wouldn't see gas on the ground unless you had a lot of gas leaking. Look at the engine to see if their are any wet spots. With a '92 (agewise) I'd suspect you probably have a leak at a fuel injector. Check the base of all injectors and you'll probably find a leak.
