Scraping noise from front passenger side

My 1997 ES300 with 75K miles on it has an awkward scraping noise coming from the front passenger side area. Applying brakes or not applying brakes does not change the noise. It also happens when going at lower speeds (forward and reverse). However even then, the noise is intermitten. Does anyone have any idea what may be causing the strange noise?

I believe there is a metal shroud behind your rotor. If you had any brake or wheel work done lately, sometimes it will be slightly bent to where it is rubbing against the backside of your rotor. In this case all you have to do is gently pull is back some. This happened before on my ES250.
