99 ES300 throwing code P1354

I'm dealing with a friend's 99 ES300 which is throwing code P1354 and misfire codes for Cylinders 2, 4, and 6, all on Bank 2. When the car is cold, the car idles fine, but once the car is warm, the idle surges all the way to 1400-1500 rpm and stays there. The engine runs rough and misfire is very apparent.
I'm trying to see if anyone else had this problem, or where I should start probing for problems. Anything would help.

Code P1354 for lexus is a VVT System Malfunction (Bank 2) for Lexus... And this fault codes only display the apparent fault that the engine management is seeing. But this can be caused by a number of things in reality.

Personally i'd go for either f the Lexus auto parts such as Cat failure, or the MAF sensor can sometimes give faults like this. Generally, a fault code won't point to all four lambda sensors, they tend to at least narrow it down to a bank. But, really this should be looked at by a Toyota garage - and i mean one that knows what they are doing! Good luck!!!

The VVT-I oil control valve may have a problem. Remove the timing cover to see it, attached to cylinder head.
