The rear vents share the air comming out of the top vents in the front, so if its blowing cold in the front top vents, the rear should do the same. Keep in mind however, that initially when the cold air is coming out of the front, it may take a minute or two before the rear vents feel cold. This is based on my experience with several Lexus cars and I think its probably due to all the duct work and (I'm guessing here...) the residual warm air that was in there before that now needs to be displaced.
But if your problem is that you get constant stream of cold air out the front and the rear ALWAYS remain warm no matter what, then that is a real problem. In that case, bring it to the dealership.
