It's a belt. Why bitching about it?
Chains have a longer life.
VS
Belts are quieter, easier to use and adjust, have less friction -> power loss, more precice in adjustment, less vibration, and faster to change.

Chains also must be changed.

Belts > Chains. Stop being cheap. If it had a chain, you'd still be taking it all off to change the water pump anyways.

The timing belt on an LS400 is not that bad. try doing it on a current gen ES330

Chains suck.

and for future reference, all toyota engines after 1993 except maybe one (the one in the corolla) are belts. ALL lexus engines use belts, period.

Just make sure you buy a oem t-belt if you are to replace it. Try www.lexpartsonline.com I got most of my tune-up parts from that site.
