your seatbelt works like an accelerometer
when you break hard (like in an accident)
there is a tiny lever (on the reel inside where the actual belt comes from) that swings out and prevents the seatbelt from slackening (is that a word) this is what prevents you from going

fasten your seatbelt and try and move foreward really fast
if it doesn't let you move foreward its working
at least i think it is

take it to a mechanic and ask them if it's safe
if it is not safe, GET A NEW ONE ( it's not something you want to be cheap about, unless of coarse you don't mind deat)
