The first gen xB sold alot because it was a polarizing car. The xA was ok too but was more like a 4 door echo, nothing exciting about it. The tC was about the best bargain ever in automotive history. Good looks, decent power, killer sunroof and sold for less than a stripped down Celica with crank windows.
The 2nd gen xB has been hanging around with Oprah, putting on weight and lacking an edgy styling. It looks like an igloo cooler on wheels. The xD isn't an attention grabber and the tC is starting to show its age.
The last thing Toyota wants is to bring "toyota" styling into the Scion lineup. That would kill the purpose of the brand as a "youth" oriented brand. Young people don't want to drive an icebox on wheels.
Scions sell because they don't cater to the guy who wear glasses, shirt tucked in, khaki pants and listens to music that'll put you to sleep. Aparently, their new cars are attracting those kinds of buyers now... AKA "Toyota" buyers.
Scions should be edgy and would make your parents say, "I wouldn't be caught dead in that car." Which was perfectly executed by the 1st gen xB. Or a car that would literally make people's jaws drop. When I first read about the tC in 2003 in a car mag, I thought it would be total bs for all the standard features, looks, glass roof... for the price. $17,000 was totally unheard of.
