OBD use jumper to read error code by counting check engine light flash. There is no code reader.
OBD2 needs a reader to get the code.

I don't know if yours is OBD or OBD2. My 90 GTS is OBD and I know it doesn't has a cam position sensor. Engine is the same, 2.2L 5S-FE. It may has changed in the 98.

With out cam position signal, ECU will have problem timing ignition correctly. Don't think it can even idle.

If you can get the actual code, someone here can look it up in repair manual to see what it is.
