Try turning the steering wheel lock to lock a few times to get any air out of the system. Then check the power steering fluid quantity.
The problem might be in pump bypass valve or the steering rack actuator. Also determine if the steering column or U-joint at the bottom is binding.
If the problem was the pump, once replaced and system bleed of air your steering would be back to normal. The pump should not require breaking in, never heard of this.

thank you for advise. fluid is ok. tuned wheel lock to lock several times and seems to be alittle better. its not like it was before it went bad.
i did mean solenoid. what are signs when they go bad?
