UK Dodgy fuel guage?

Hi, this is my first Toyota and my first thread!

My Carina se 1.8's fuel needle rises to the current level but doesn't fall when the engine is off - unlike any other car i've owned! The service book says that the gauge has a non-return needle.

How is this practical???!!!
