Here's a reference point. My 09 XLE has just over 1K miles on it. I also own a 99 that I've had since new. My 99 averages about 33-35mpg around town and 42-44mpg on the highway, always has for 125K miles. My 09 averages 33-36mpg around town and 42-48mpg on the highway. I've repeated a 120-mile trip on the highway four times so far with my 09. Best highway mileage with it so far is 50mpg (one way, 60 miles traveled, doing ~55mph), worst is 42 (one way in opposite direction, doing ~70mph, 60 miles traveled).
Disclaimer: I'm light on the gas pedal and brake and don't use the A/C much.
27mpg (town/rural) for your 09 S doesn't seem unreasonable if you use the A/C often, accelerate from dead stops quickly, and/or live in a hilly area.
