First and foremost, be carefull as these are usually illigal in most states unless you are an emergency vehicle.
Easiest way that I know of would be to buy a CB radio with a PA interface. Cost you less then 100 dollars and you can have fun with other people on the road at the same time.
Thats what I used to do.
