It causes a diverter valve to switch air pump air into the exhaust stream to cool the converter depending on the mixture needed. I had to replace the converter because the flanges were rusted badly. If your air pump system is not functional or removed, the converter will likely only work partially correct. Frankly I don't think it's that important, but I was told it was illegal to remove them.
