If your car was running 16 then the orginal owner must of have done something to it. Stock alltrac runs 8-10 psi only and fuel cut is at 12 psi. If you were able to run 16 psi and hitting fuel cut thier then something was done to that motor. What ever was done, the shop did not replicate it as its job was to rebuild it back to stock. Also the rebuild turbo you have could be bad. Sometimes when shops rebuild a turbo they do a shitty job. If your bolts are coming off, it could be a warp mainfold or you just need new factory studs and bolts. Why would you want to downgrade to a civic?

Some reasons to keep the alltrac:
1) Rare
2) Handling out exceeds civic or most sports compact
3) Light modifications can produce great amount of power (300+ is common)
4) All the power and handling comes at no lost of luxuary options
5) All the performance and power can be acheive while still being smog legal

Just some quick reasons to keep it.

Example, my stock alltrac which is well kept could run the 1/8 in 9.5~9.6 and thats at the stock boost levels.
