it's a loose rack and pinion !!!
just got back in from giving the car another look. i took the tire off and moved the steering back and forth and heard a little thump. so i started to turn the steering shaft where it comes out the fire wall and meets the rack and i could actually see the rack moving back a nd forth with about a quarter inch play. which feels like a 2 inch play when i'm driving. thanks for the replys guys. like i said the car is being passed on to my dad and he will have about a 5 hr drive from delaware usa to connecticut usa. thanks again for the help. i will definetly be lurking around the forums often.
