You may want to start by checking under the hood to see that the throttle cable assembly is set up properly. There should be one throttle cable coming out from the firewall by the brake booster, and it should run over the valve cover to the passenger side fender wall. This is where the cruise assembly is located (there's a cylindrical plastic housing covering the linkages and servos). A second throttle cable should then emerge from this assembly, running back towards the throttle body and the butterfly valve (roughly in front of the driver's position).

I've seen cars where the original set-up was replaced by a throttle cable from a non-cruise equipped car, eliminating the cruise system entirely.
