here is your answer:
15x7 is a bit wide / and 45 is a pretty high offset / depending on the size of the tire, you won't be able to achieve full lock and you will certainly rub over bumps.
As you may not know, the higher the offset - the higher the back side of the wheel is from the hub face (effectively tucking the wheel further into the wheel well) although this is normally a good thing, in this case it will come down to the size of tire you use, simply because 15x7 is a bit wide. Too big will rub at inner spots of the wheel wells and potentially rub on the fenders (especially the rear). I wouldn't go wider than 205 or taller than 50 (technically speaking 205/50/15 is the equivalent rolling diameter to the stock size)
Lowering will exaggerate this problem, so do not expect to also have an aggressive drop.
Mine is lowered approx 2 inches and I run a 15x6.5 42mm with 195/50/15s and even my car rubs in certain corners with full load.
BTW on a side note, my lowly Echo went on to do very well in shows through 2005 and even won the Rolla/Camry/Solara/Echo class at NOPI NY 2006
