There haven't been choke systems in cars since the death of carbs. Idle speed is computer controlled using the idle stabilizer motor. That said, an out of adjustment throttle, a bad stabilizer, bad temperature sensor, failed wiring, a bad engine management computer or other intake system leak such as a crack in the manifold or a bad gasket can all lead to the problem of high idle. You would have to find out which of those you are looking at. That said, most electrical problems will show up with a check engine light, though some may not.
