ok ive got a couple questions before i can give a definite answer.
1. Is it high pitched to the point that it is for sure the belts? if so did you tinker around in the engine compartment, change/remove/replace the alternator, or change the belts recently?
2. Do you have a cheap or self-installed aftermarket stereo head-unit?
Answers:
1. I just changed my own belts recently and thought they were tight enough until they started SCREAMING ridiculous loud a day later, found out the alternator was not pushed far enough back to put proper tension on the belt. I had to get my ECHO back on a lift at school and use a huge pry bar and my 200+ lbs instructor to push the alternator back far enough before tightening it down. the belts should have almost, and remember ALMOST, no play whatsoever. Thats fairly easy to check and verify so if you think thats it go ahead and check, if they are tight get a professional (if you can), or someone experienced's, opinion just to be sure. If they are tight you should consider having the pullies checked and/or replacing (if you havent just recently) the belts.
2. I had a cheap $50 Wal-Mart Durabrand CD player in my ECHO and when i put it on the radio i got high pitched static when i turned the AC on medium to high, same with the winshield wipers but that was intermittnet static,

, go figure. or you just have a bad ground on whatever stereo you may have if this is the type of noise youre talking about.
