i have a 2008 yaris 1000k and i only make about 350km with a full tank the dealer says it normal since the car is new but i find its a little exagerated 13l/100k is alot for a 1.5 what do you guys think
Did you drive it like you stole it? Common sense dictates that you can't drive fast and have great fuel economy at the same time.
Also a couple of things like turning on A/C, extra weight in car, low tire pressure, plus the coldness of winter will all affect negatively on your fuel economy.

in the summer I do about 5.2L/100Km
in the winter I do about 7.8L/100Km and that's just letting it warm up about 30 sec before driving. If I let it idle for 15-30 min before driving then the milage is much worse.

I wouldn't be so quick to say the car is defective. You might want to get your car checked out by an experienced mechanic.
And shifting between 3000 to 3500 rpm is rather high. I shift within 1000 to 1500 rpm, so basically I'm short-shifting to higher gears as soon as possible. Yes the acceleration would be quite slow but it's all about timing, so I wouldn't want to try accelerating on 5th gear when merging on a highway for example.
And also keep in mind your car is barely broken in, so give it time. Winter will also hinder fuel economy. Tire pressure is crucial to good fuel mileage. Last but not least, try a different brand of gasoline. I find that I get better fuel economy when using Sunoco than Shell for example, plus the winter gas (with 10% ethanol) will give you less mileage per tank.
Now unless you have some sort of "buyer's remorse," then honestly that'll be another case altogether.

WOW...how did you manage to do less in summer? from my understanding when the weather is warmer, the car tend to burn more fuel (unless its snowing/freezing).

DUDE!!!! 3000-3500rpm consider high , try shifting around 2000-2500rpm. ALSO don't floor the accelerator then clutch ===shift gear===. Just be gentle and get yourself a Scangauge II. oh and also if the fuel bar starts blinking, you'll have approximately 100km left.

No, you didn't get it quite right. In winter, it'll take longer for an engine to get up to working temperature, plus the heat-loss is greater in the engine block. Heat-loss is NOT something you want when you want good fuel economy, no matter how cold the intake air temperature is. Plus the gasoline during winter gives you less fuel mileage (due to 10% ethanol) and such.

Yeah, just give it some time If you still get crappy fuel economy when the car's properly broken in and during summer, then the suspicion (of a defective car or parts) can be justified.
As for now, just try to drive safe rather than worrying about gas mileage. It's better to get to places in one piece.
And also try different brands of gasoline. A full tank of each brand, and record/calculate your fuel economy to do some comparison. You'll be pleasantly surprised that all brands of fuel are not created equal.

I envy you, you're actually getting better mileage than me (42mpg = 5.6L/100km). I averaged 6.5L to 7L/100km in winter. In summer I can get 6L or lower per 100km easily. My best was 5.5L I think during summer, but that's because I drove like a granny plus not using a/c in summer heat
But yeah, sometimes it's not worth the MPG when redlining this engine is so fun
