Let me assume you don't have the power package.
The jist of the power package is larger wheels, power windows and door locks, and a better stereo. That said, they are correct, you can't really get keyless if you don't have power accesories. They would need to install the power door locks in order to comply with that portion of their promise to you. I have a feeling they are saying "no" out right because they baited you just so you could buy the car, now they have to get out of it.
Installing the power door locks and then the VIP alarm is gonna cost them a bit-- which they aren't going to do anyway. As for the remote start part-- they're idiots. Again, here they said yes so you would buy the car, hoping they could get you out of it. I haven't heard of Dealors installing the VIP with remote start functions on 5-speeds, I would imagine that Toyota Corporate looks down on this because of safety concerns (read as law suits).
I would first complain to Toyota Corporate. Second, be the squeeky wheel. Lastly, if you really want the keyless and the remote start (for the 5speed)..you should really look into an aftermarket shop. Yes, the dealor could just not hook up the part that tells the Alarm's brain that hand brake is up and the clutch is depressed, but I don't think they would want to risk that lawsuit even if they made you sign some sort of release.
Be the squeekky wheel, see what happens, you didn't get what you asked for.
