Yaris disconnected engine pipe problem

Hello all,
Just bought a 02, 1.4 DTD Yaris with a fault that was pointed out to me when I bought it. I’ve taken a punt that it’s not major, you guys can confirm whether that was wise or not!
When I reconnect a disconnected rubber tube the engine sputters and chokes. If I disconnect it again the sputtering goes away but the performance is poor.
Can anyone help? I’d like to know:
1 – What is this thing?
2 – What could the fault be?
3 – How do I fix it?

Car - 2002, UK right hand drive, 1.4 DTD (diesel)

First of all -ENVY- ... we don't have diesel models here. Just a SWAG but that looks like a vacuum line, the way it molds into the combustion air stream behind that pot. If you pull the white plastic cylinder out of the rubber line and blow into it, you'll likely find it'll go one way, not the other. Try reversing it and connect it all together. My guess is it's there to pull a small vacuum for, perhaps the HVAC air doors or even ignition timing advance. Does the other end of the rubber tube end at the injection pump or the firewall? Be sure to let us know the outcome
