I can't speak for the 1.3 but for the 1.5ltr I can guess its costs. Drum brakes are cheap, not only for the car maker but also the customer. The ECHO is a cheap econo car so to cut costs they put drum brakes, besides for cars like this you don't really need 4-disc brakes, its not a performance car. But disc brakes do have better stopping power, of course the ECHO doesn't have much power to stop and its light so the brakes are good as they are, at least in my experience.
Also another educated guess is, countries the 1.3ltr is out small cars are more popular and are not equated with just cheap entry cars like North America. Although from what I've heard even Canada accepts small cars more than the U.S.
So that's my long winded answer.
